I am just now recovering [read: making up on all the work I didn't do] from a music/dance-a-thon in Champaign Illinois [I know, right?] with my brother-from-another-mother.

Look, when systemic incentives exist, and the (inadvertent) result of those incentives is to marginalize, devalue, and disenfranchise groups of people, then you gotta do what you gotta do to make change.
Quotas are no way to run a business/government/society, but they DO get the job done.
The only thing that is upsetting and offensive about India's new regulation to reserve 1/3 of all legislative seats for women is that ONLY INDIA IS DOING IT!
